Mogale City has introduced a new electricity tariff structure that moves domestic (households) consumers away from the previous Inclining Block Tariff (IBT) system to a flat-rate tariff structure. The new tariffs took effect on 1 July 2026 and will first reflect on municipal accounts issued in August 2026.

The change follows electricity tariff restructuring approved by the National Energy Regulator of South Africa (Nersa) and aligns Mogale City’s electricity tariffs with broader changes being implemented across the electricity supply industry.

Under the previous IBT system, the price per unit of electricity increased as a customer’s consumption moved into higher usage blocks. In simple terms, the more electricity a household consumed, the more it paid per unit of electricity.

Under the new flat-rate structure, domestic consumers are charged a single tariff per kilowatt-hour (kWh), regardless of how much electricity they consume.

The change applies Domestic Indigent, Domestic Large, Domestic Standard and Commercial Small consumers.

Consumers are also reminded that consumption recorded up to 30 June 2026 will be billed using the applicable 2025/26 block tariff while consumption from 1 July 2026 onwards will be billed using the new 2026/27 flat-rate tariff.

Flat-rate and flexi-time: What is the difference?

The terms flat-rate and Flexi-Time/Time-of-Use (ToU) can be confusing, but they refer to two different tariff structures.

Applicable to commercial (business) consumers, i.e. commercial Medium, Commercial Large, Industrial Medium and Industrial Large

 

A single tariff applies regardless of when electricity is used.

The cost of electricity varies according to the time of day of week and season.
