Mogale City welcomes Council’s overwhelming approval of the 2026/27 Medium-Term Revenue and Expenditure Framework (MTREF). Adopted at the 54th Special Council Meeting on 18 June 2026, the fully funded budget provides a clear developmental roadmap for the municipality and underscores its commitment to delivering quality services to residents.

At a time when municipalities across South Africa face mounting fiscal pressures and service delivery challenges, Mogale City has adopted a credible, cash-backed and funded R5.9 billion budget, independently assessed by National Treasury and the Gauteng Provincial Treasury, reaffirming the municipality’s commitment to sound financial governance and sustainable development.

The budget allocates R5.32 billion towards operational service delivery and R460 million for strategic capital investment, ensuring that resources are directed towards addressing infrastructure backlogs, improving basic services, stimulating economic growth and protecting vulnerable households.

The budget reflects the priorities raised by communities during extensive public participation processes and translates these into tangible, funded programmes. The municipality will invest significantly in rebuilding critical infrastructure:

  1. R63 million has been allocated for roads and stormwater infrastructure, including pothole repairs, road resurfacing and upgrades to gravel roads.
  2. R60 million through the Water Services Infrastructure Grant will support the rehabilitation and upgrading of the Flip Human and Percy Stewart Wastewater Treatment Works.
  3. 6 million has been set aside for the Muldersdrift 15ML Reservoir to improve bulk water security.
  4. 2 million will strengthen municipal water pumping and storage infrastructure.
  5. 5 million will refurbish sewer pump stations to reduce spillages and improve sanitation services.

 To strengthen electricity supply and reduce losses, the budget provides:

  1. R20 million for the maintenance of 33kV bulk metering
  2. 2 million for electrical network maintenance.
  3. R11 million annually for streetlight maintenance and
  4. R8 million for the repair and installation of streetlight poles and high-mast lighting across key transport corridors.

The budget reinforces the municipality’s commitment to restoring dignity through sustainable human settlements.

  1. 5 million has been allocated for the Brickvale Housing Initiative.
  2. R5 million each for the Sefularo and Dr. Motlana Housing Developments.
  3. 6 million for the Heritage Manor and Munsieville South integrated housing development.

This follows the successful allocation of homes to seventy (70) deserving beneficiary families at the Dr. Sefularo Housing Development.

Recognising unemployment as one of the municipality’s greatest challenges, particularly among young people, the budget invests in local economic growth.

  1. R15 million has been allocated for Phase Two of the Swanneville Industrial Park expansion to attract investment and create employment opportunities.
  2. Funding has been prioritised for EPWP expansion, township SMME development and youth skills programmes.
  3. Tourism infrastructure development in the Magaliesburg and Muldersdrift precincts will continue to unlock economic potential.

The municipality has committed substantial resources to environmental management and urban renewal.

  1. 8 million has been allocated for refuse removal services.
  2. R35 million annually for landfill management and the development of new waste disposal
  3. R10 million for the construction of a new landfill
  4. 5 million for grass-cutting and public open space maintenance.
  5. Additional funding will support street cleaning, litter picking and CBD beautification

The budget continues to invest in safer and more inclusive communities.

  1. R5 million has been allocated for the refurbishment and extension of the Kagiso Extension 12 Community Hall.
  2. 7 million for sports field maintenance and equipment.
  3. R2 million for a roadblock bus to strengthen traffic law
  4. 7 million for specialised equipment to combat illegal mining activities.

The municipality has sought to cushion residents from ongoing economic pressures. The budget provides for:

  1. A zero increase in property
  2. Enhanced residential
  3. A 100% rates rebate for qualifying pensioners aged 70 years and
  4. Continued free basic water and sanitation support for registered indigent

Despite nationally imposed increases in electricity and bulk water costs, the municipality has implemented measures to minimise the impact on residents while investing in programmes to reduce electricity and water losses that undermine financial sustainability.

This is a budget for rebuilding roads, fixing water infrastructure, restoring streetlights, delivering houses, supporting businesses, creating opportunities for young people and improving the quality of life of every resident of Mogale City.

A funded budget is a promise backed by resources. Today, Mogale City has chosen to invest in its people, restore confidence in local government and build a municipality that works for all.
