On 2 November 2015, the National Department of Transport promulgated Regulation 32A of the National Road Traffic Regulations.
Regulation 32A of the National Road Traffic Regulations states that South African drivers who wish to transact with a licensing authority and the NaTIS System require to produce proof of residence. A vehicle licence disc can be refused if proof of address is not provided.
Mogale City Local Municipality’s Department of Public Safety thus requests all Mogale City drivers as well as companies to provide the following information in order to register vehicles, renew licence discs and driving licenses:
• Their full names, date of birth, identity number, and business registration number, along with any form of acceptable identification.
• Proof of postal and residential address, by means of any utility, clothing, cell phone, water and lights account not older than 3 months. Provided that in the case where the person is not the person in whose name the utility account is issued, the person in whose name the utility account is issued must make an affidavit or affirmation declaring that the person resides at the address and the affidavit or affirmation must be accompanied by the utility account of such person.
