EARLY CHILDHOOD DEVELOPMENT CENTRES
BENEFITS FOR REGISTERING ECDC
- Ensures the protection of both the children and management of the ECDC
- The center will be operating legally and in compliance to norms and standards
- The center may qualify for a subsidy
- The center can benefit from free capacity building programmes and other programmes conducted by officials employed by the Gauteng Department of Social Development
Practitioners employed in a registered center can be trained on NQF Level 4 free of charge through the Gauteng Department of Education
IMPLICATIONS OF NOT REGISTERING ECDC
- The center will be contravening Children’s Act 38 of 2005 by operating illegally
- Notice of enforcement can be issued to such ECDCs
- The Department of Social Development may approach the High Court to force the operator to cease operation
- The center will be compromising the care and safety of children
REQUIREMENTS TO OPEN AN ECDC
- Applicant must undergo Early Childhood Development training
- Applicant must identify land if open space is required and a proposal must be submitted to Mogale City’s Development Planning Division for rezoning
- To operate from your own home, please seek approval from Mogale City’s Building Development Management Division
- Once approval has been granted, an Environmental Health Practitioner must assess the building and issue a health report detailing the required number of children per space and structural requirements

OPERATION AND ADMISSION OF CHILDREN
- The centre must only admit children from neighbouring areas
- Admit children aged 1 month to 6 years
- Children from all racial and religious groups as well children with disabilities must be admitted
- Disability or health status must be disclosed to management of the centre
